Appropriates and authorizes funds for collective bargaining cost items negotiated with the exclusive representative of bargaining unit (13) for fiscal biennium 2021-2023, totaling $2,688,576 in FY 2021-2022 and $20,275,832 in FY 2022-2023 from general, special, federal, and other funding sources.

Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (13) members, with general funds appropriations of $1,773,021 (FY 2021-2022) and $3,611,276 (FY 2022-2023).

Authorizes funds for the judiciary (chief justice administration) to fund collective bargaining cost items ($102,719 in FY 2021-2022 and $1,424,220 in FY 2022-2023) and excluded employee adjustments ($115,054 in FY 2021-2022 and $384,887 in FY 2022-2023).

Authorizes funds for the Hawaii Health Systems Corporation for collective bargaining cost items ($103,612 in FY 2021-2022 and $702,803 in FY 2022-2023) and excluded employee adjustments ($77,735 in FY 2021-2022 and $175,830 in FY 2022-2023).

Appropriates general funds for legislative agencies and the legislature ($821,109.15 in FY 2022-2023 only) to fund cost adjustments for non-bargaining legislative officers and employees, with funds allocated by department head or chamber leadership.
