Appropriates $72,460 in general funds and $1,317 in special funds for fiscal year 2021-2022, and $1,689,227 in general funds and $103,453 in special funds for fiscal year 2022-2023 to fund collective bargaining cost items for bargaining unit (14).

Allocates $14,002 in interdepartmental transfers for fiscal year 2021-2022 and $264,369 for fiscal year 2022-2023 for the same collective bargaining unit.

Appropriates $58,290 in general funds for fiscal year 2022-2023 to cover salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (14) members.

Directs the director of finance to allot funds to appropriate state departments for expenditure in their respective fiscal years.

Allows fiscal year 2021-2022 appropriations to carry over through the end of fiscal biennium 2021-2023, with all unexpended or unencumbered funds lapsing on June 30, 2023.
