Requires all county-operated mass transit bus systems to use only zero emission buses (battery electric or hydrogen fuel cell) beginning January 1, 2045.

Prohibits the Public Utilities Commission from issuing certificates or permits for motor carriers transporting more than 15 passengers after December 31, 2044, unless all vehicles are zero emission buses.

Mandates the state procurement policy board adopt rules to transition to 100 percent zero emission buses for vehicles transporting more than 15 passengers by January 1, 2045.

Requires the state to enter into school bus contracts only for zero emission buses, effective July 1, 2022 for contracts extending past January 1, 2045, and exclusively from January 1, 2045 forward.

Defines zero emission buses as vehicles producing zero exhaust emissions of hydrocarbons, carbon monoxide, carbon dioxide, nitrogen oxides, and lead, and takes effect January 1, 2050.
