Amends Hawaii Revised Statutes Section 321-11 to add a statutory definition of "pool" for purposes of Department of Health rule-making authority.

Defines "pool" as a watertight artificial structure containing a body of water that does not exchange water with any other body of water, either naturally or mechanically, and is used for swimming, diving, recreational bathing, or therapy by humans.

Applies this definition specifically to the Department of Health's authority to adopt rules concerning the location, air space, ventilation, sanitation, drainage, sewage disposal, and other health conditions of pools.

Takes effect upon approval.
