Repeals section 302A-624(c), Hawaii Revised Statutes, which required teachers to spend a minimum of one year in each salary class (Class III, IV, V, VI) before advancing to the next class.

Repeals section 302A-627(a), Hawaii Revised Statutes, which required entering or reentering teachers with more than one year of prior teaching experience to have their salary equal to that of incumbent teachers with identical years of experience.

Maintains requirements that teachers earn at least 5 credits within a 3-year cycle to receive increment or longevity step increases, with non-compliant teachers ineligible for increases until meeting the credit requirement.

Retains provisions for teacher salary schedule negotiation pursuant to collective bargaining (section 89-9) and military service credit (up to 4 years) for salary determination.

Takes effect upon approval, allowing greater flexibility in teacher compensation decisions.
