Requires the Department of Transportation Harbors Division to conduct a comprehensive study on expanding Kalaeloa harbor in west Oahu for increased commercial use, including cargo container offloading and livestock transportation.

Study must consult with relevant stakeholders including the Hawaii Harbor Users Group and include traffic studies and feedback from wholesale and transportation operators.

Appropriates general revenues for fiscal year 2022-2023 to fund the comprehensive study examining increased commercial activity and harbor usage at Kalaeloa harbor (specific amount not specified in bill text).
