SB 2829 - Mental Health Provisional Licensure Summary

• Establishes provisional or associate-level licensure for marriage and family therapists, mental health counselors, and psychologists to expand access to mental health services during training periods.

• Allows supervised trainees in these three professions to provide services eligible for insurance reimbursement at rates commensurate with their training level, with supervising licensed practitioners' approval.

• Permits psychologist license applicants to take the licensing examination before completing the one-year post-doctoral supervised experience requirement.

• Creates new definitions for "associate marriage and family therapist," "associate mental health counselor," and "associate psychologist" as persons completing education, holding provisional licenses, and earning supervised clinical experience.

• Effective January 1, 2050, subject to Centers for Medicare and Medicaid Services approval for insurance reimbursement provisions.
