Creates a separate employment classification for juvenile probation officers within the judiciary, requiring transfer of all existing juvenile probation officers to the new classification by July 1, 2023.

Requires all probation officers appointed under Hawaii Revised Statutes section 571-85 to take an oath of office, receive a certificate of appointment, be issued individual badges and identification cards, and complete annual safety training with judiciary-approved curriculum.

Mandates that all juvenile probation officers currently employed complete their first annual safety training course within six months of the judiciary's curriculum approval.

Requires the judiciary to consult with appropriate labor representatives as specified in applicable collective bargaining agreements during implementation.

Requires the judiciary to submit implementation status reports to the legislature no later than twenty days prior to the convening of the 2023 and 2024 regular sessions.
