Requires state agencies, the auditor, judiciary, legislative reference bureau, and office of Hawaiian affairs to submit reports of studies or audits funded by legislative appropriation or adopted by concurrent resolution to the applicable subject matter committee chairs in each chamber.

Mandates committee chairs to conduct a public hearing or informational briefing on submitted reports within one year of receipt, with one-year extensions or waivers available upon request with public posting of reasons on the legislature's website.

Exempts financial audits and regularly occurring studies or audits from the public hearing or informational briefing requirement.

Requires state departments and agencies to submit reports to the legislature within one year of an Act establishing a funded program, including information on revenues, expenditures, employees hired, implementation status, achievements, and program effectiveness.

Reorganizes Chapter 21, Hawaii Revised Statutes by designating existing sections 21-1 to 21-19 as Part I entitled "Investigating Committees" and adds a new Part for hearings and briefings on reports.
