Amends Hawaii Revised Statutes Section 804-7.1 to require courts to impose a no-contact order prohibiting defendants from approaching or communicating with complaining witnesses upon pretrial release.

No-contact order requirement applies only when the charged crime pertains to the complaining witness and the complaining witness has an active protective order against the defendant that the court is aware of.

Courts must impose the least restrictive non-financial conditions necessary to protect the complaining witness while ensuring the defendant's appearance.

Allows courts to impose the no-contact order in combination with other pretrial release conditions listed in statute.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
