Establishes "Employment First" as a policy of the State and counties, defined as competitive employment and full inclusion of persons with disabilities in integrated settings as the first and preferred option for employment services.

Requires state and county agencies to implement Employment First in hiring practices and all programs and services they administer or fund, with agencies coordinating efforts and sharing data to track progress.

Defines key terms including "competitive employment" (full or part-time work in integrated settings compensated at or above minimum wage), "integrated setting" (where persons with disabilities interact with non-disabled workers), and "person with a disability" (having physical or mental impairment substantially limiting major life activities).

Requires the Department of Human Services to practice Employment First principles for its personnel and ensure contracted agency providers follow Employment First principles in Medicaid home and community-based services waiver programs.

Does not require employers to give preference to hiring persons with disabilities and does not eliminate other appropriate supported employment services; effective December 31, 2050.
