Prohibits planned community associations and condominium associations from using association funds to enforce "de minimis infractions" of bylaws, rules, or regulations.

Defines "de minimis infraction" as a technical violation resulting in not more than three complaints from separate units within a calendar year, or violations with fines of $500 or less per occurrence.

Amends Hawaii Revised Statutes Section 421J-10 to restrict enforcement spending by associations against unit owners, occupants, and other property users for minor violations.

Amends Hawaii Revised Statutes Section 514B-104 to apply the same de minimis infraction limitations to enforcement actions against tenants of unit owners.

Takes effect upon approval.
