Permits landlords and their agents to charge application screening fees to applicants for residential rentals to cover costs of obtaining personal reference checks, tenant reports, and credit reports.

Requires landlords to provide a receipt for the application screening fee upon written request by the applicant.

Mandates landlords refund any unused portion of the application screening fee to the applicant.

Defines "consumer credit reporting agency" and "credit report" by reference to section 489P-2 of Hawaii Revised Statutes.

Takes effect on July 1, 2050.
