Requires the Hawaii Health Systems Corporation to convene a task force to improve hiring and training of culturally-accepted interpreters and create educational materials on preventative care for non-English speaking populations at health care facilities.

Task force membership includes the HHSC CEO (chair), directors of health and human services, one Queen's Health Systems representative, one office of language access representative, two state senators, two state representatives, and four Compact of Free Association community leaders.

Task force members serve without compensation but may be reimbursed for reasonable expenses including travel.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2024 regular session and shall be dissolved on June 30, 2024.

Appropriates general revenue funds for fiscal year 2022-2023 to support the task force work, to be expended by the Hawaii Health Systems Corporation.
