Department of Health must adopt rules under Hawaii Revised Statutes Chapter 91 to regulate water catchment systems used for business activities, including filtration quality standards that comply with the state plumbing code and Chapter 448E.

Department of Health shall allow business owners to participate in annual water testing programs, with business owners paying an unspecified amount while the department covers remaining costs and may use certified private analytical laboratories.

Business owners may request one set of water quality tests per year for each registered business utilizing filtered water from a water catchment system.

Department of Health must establish a nonregulatory technical assistance program to help business owners improve water quality and filtration using practical and affordable methods tailored to their specific water system designs.

Act takes effect January 1, 2050.
