Establishes a one-year school supply subsidy pilot program beginning in fiscal year 2022-2023 for all schools composed entirely of students eligible for Title I, Part A federal education funding, including Naalehu Elementary School.

Appropriates $806,800 from general revenues for the pilot program to be expended by the Department of Education.

Requires the Department of Education to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2024 regular session convenes.

Exempts Department of Education expenditures under $100,000 pursuant to this Act from standard procurement requirements, with expenditures of $15,000 to less than $100,000 subject to specific Hawaii Administrative Rules.

Becomes effective July 1, 2022, and repeals automatically on January 1, 2024.
