Department of Transportation shall convene an intergovernmental task force to assist County of Hawaii in establishing a metropolitan planning organization, as the county's population has grown to over 200,000 according to the 2020 Census.

Task force shall help develop a transportation improvement program for urbanized areas in County of Hawaii, adopt implementation priorities, and self-certify that the new metropolitan planning organization meets all federal requirements.

Department of Transportation shall provide the task force with a list of highway projects to be completed within four years from the state transportation improvement program.

Intergovernmental task force shall comprise the governor or designee, Hawaii County mayor or designee, state senator and representative from Hawaii island, Hawaii County Council member, DOT's Hawaii district engineer, and County of Hawaii's public works director or designee.

Task force shall submit findings and recommendations to the legislature no later than twenty days prior to the 2023 regular session and shall be dissolved on June 30, 2023.
