Establishes the Transit-Oriented Development Infrastructure Improvement District under Chapter 206E of Hawaii Revised Statutes to fund and develop infrastructure improvements in transit-oriented development zones.

Creates a Transit-Oriented Development Infrastructure Improvement District Board with voting members including state directors (Finance, Transportation, Planning and Sustainable Development) and county planning directors, plus five appointed members including a cultural specialist and at-large representatives.

Authorizes the board to assess real property that specially benefits from infrastructure improvements, issue bonds secured by assessments and program revenues, and establish assessment areas within districts.

Establishes a special fund in the state treasury to receive revenues from program assessments, grants, gifts, and legislative appropriations, with all moneys used exclusively for district purposes.

Requires the board to develop an infrastructure improvement program considering the Hawaii interagency council's transit-oriented development strategic plan and submit annual comprehensive progress reports to the legislature.
