Requires the Hawaii invasive species council to classify coffee leaf rust as an invasive species in its administrative rules.

Directs the Hawaii invasive species council to expend available funds for mitigation efforts, research, and prevention or control actions for coffee leaf rust.

Recognizes that coffee leaf rust was first discovered in the United States on the Hawaiian islands of Hawaii and Maui in 2020 and causes 30-80 percent crop losses if untreated.

Notes the Hawaii invasive species council's established track record managing invasive species threats, including rapid ohia death and other nonindigenous pathogens.

Takes effect on July 1, 2022.
