Appropriates $500,000 from general revenues for fiscal year 2022-2023 to expand state-run quarantine facilities under the Department of Agriculture's plant quarantine branch.

Establishes that the plant quarantine branch is responsible for preventing introduction and spread of harmful pests and diseases by regulating domestic imports, performing border inspections, and detecting agricultural pests post-entry.

Identifies coffee leaf rust fungus and other invasive species as threats to Hawaii's ecosystem and economy, citing the need for quick response and adequate quarantine resources to prevent establishment.

Requires the Department of Agriculture to submit a report with findings, recommendations, and any proposed legislation relating to the fund expenditure to the legislature no later than twenty days prior to the 2023 regular session.

Takes effect on July 1, 2022.
