Requires retail establishments with employee restrooms to allow customers with eligible medical conditions to use those restrooms during normal business hours, subject to specified conditions

Eligible medical conditions include Crohn's disease, ulcerative colitis, inflammatory bowel disease, irritable bowel syndrome, or other medical conditions requiring immediate restroom access

Customers must provide proof of eligible medical condition via physician statement or health organization/state agency card, with at least three employees present and no public restroom immediately accessible

Exempts retail establishments and employees from civil liability for non-negligent acts or omissions in allowing eligible customers to use employee restrooms, except in cases of employee injury or death

Establishes a fine of up to $100 per violation for non-compliance; does not require physical modifications to employee restrooms; takes effect January 1, 2050
