State Council on Developmental Disabilities must submit a report on health disparities experienced by individuals with disabilities in Hawaii to the legislature no later than twenty days before the 2023 regular session convening

Report must include a disability definition for public health purposes, population-level health differences between individuals with and without disabilities, and contributing factors such as economic disadvantages and discrimination

Report must address health indicators including access to health care, preventive care, health behaviors, health status outcomes, emergency preparedness, insurance coverage, social determinants of health, and employment and education levels

Report must identify preventable or avoidable population-level differences and propose legislation including best practices to reduce health disparities for Hawaii's disability population

Appropriation provided from general revenues for fiscal year 2022-2023 to be expended by the Department of Health; Act takes effect December 31, 2050
