Authorizes counties to adopt ordinances permitting one dwelling house per quarter-acre (instead of one per half-acre) in state-designated rural districts, effective July 1, 2023.

Requires dwelling houses in rural districts to be consistent with the county general plan and community development plan.

Mandates the Office of Planning and Sustainable Development to conduct a study assessing rural district policies and recommending procedures to facilitate reclassification of lands from agricultural districts to rural districts.

Requires interim report to legislature by 20 days before 2023 regular session and final report by 20 days before 2024 regular session.

Appropriates funds from general revenues for fiscal year 2022-2023 to the Office of Planning and Sustainable Development for conducting the study and preparing reports.
