Establishes a Special Investigation and Prosecution Unit within the Department of the Attorney General to investigate and prosecute fraud, white collar crime, and public corruption, with authority to provide technical assistance and equipment to county law enforcement agencies.

Establishes a Sex and Human Trafficking Unit within the Department of the Attorney General to investigate and prosecute sex and human trafficking crimes, with authority to provide technical assistance and equipment to county law enforcement agencies.

Appropriates $834,000 for fiscal year 2022-2023 to fund the Special Investigation and Prosecution Unit, including 2.0 FTE deputy attorney general positions, 3.0 FTE forensic analyst positions, and support staff.

Appropriates $754,000 for fiscal year 2022-2023 to fund the Sex and Human Trafficking Unit, including 1.0 FTE supervising deputy attorney general position, 2.0 FTE deputy attorney general positions, 2.0 FTE investigator positions, and support staff.

Requires the Department of the Attorney General to submit annual reports to the legislature in 2023, 2024, and 2025 detailing case data, personnel information, and unit efficacy; effective date July 1, 2022.
