Establishes a statewide telework policy for all state executive branch departments, excluding the University of Hawaii, Department of Education, and Hawaii Health Systems Corporation.

Requires the Department of Human Resources Development to regularly update the 2010 Telework Program Guidelines, make them publicly available on its website, provide interactive training programs on teleworking and cybersecurity, and coordinate with the Department of Accounting and General Services on office space reallocation.

Mandates the department submit updated guidelines to the legislature within 30 days of bargaining completion and submit annual reports detailing employee participation rates, departmental progress assessments, and best practices.

Appropriates funds and establishes 2.0 full-time equivalent positions within the Department of Human Resources Development for fiscal year 2022-2023 to implement the telework policy.

Takes effect on July 1, 2050.
