• Prohibits waste disposal facilities on agricultural lands classified as productivity rating class A or B by the land study bureau's detailed land classification.

• Adds solar energy facilities on class B or C lands as a permitted agricultural use when a special use permit is granted, with requirements for compatible agricultural activities at reduced lease rates (at least 50% below fair market rent).

• Prohibits solar energy facilities on class A productivity rating lands; limits solar facilities on other lands to no more than 10% of parcel acreage or 20 acres, whichever is lesser.

• Adds new policy requiring state and county agricultural policies, tax policies, and land use plans to prohibit the creation of waste disposal sites on important agricultural lands.
