Establishes a three-year compost reimbursement pilot program administered by the Department of Agriculture to reimburse farmers and ranchers for up to 50% of costs incurred purchasing compost from certified processors, dealers, retailers, or wholesalers licensed in Hawaii.

Program covers compost costs incurred after June 30, 2022 and before July 1, 2025, with applications filed annually and funds dispersed on a first-come, first-served basis.

Creates a full-time temporary compost reimbursement pilot program manager position within the Department of Agriculture, exempt from civil service requirements, to facilitate fund distribution and manage day-to-day program coordination.

Requires the Department of Agriculture to submit a report to the legislature no later than 20 days before the 2025 regular session regarding pilot program results and recommendations on whether the program should be reinstated.

Appropriates general revenues to the Department of Agriculture for fiscal year 2022-2023 to develop and implement the program, with all unencumbered funds lapsing on June 30, 2025; Section 2 of the Act repeals December 31, 2025.
