S.B. 2963 Summary

• Requires state facilities larger than 10,000 square feet to implement cost-effective energy efficiency measures by January 1, 2024 (for those not implementing since 2010) and by January 1, 2026 (for all other facilities).

• Directs the Hawaii State Energy Office to collect monthly utility bill and energy usage data from all state-owned facilities and make this information publicly available.

• Beginning July 1, 2023, requires new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint, where feasible and cost-effective.

• Defines "cost-effective energy efficiency measure" as any measure where the cost equals or is less than estimated savings over 20 years or the life of installed components, whichever is shorter.

• Prohibits state entities from claiming tax credits, deductions, or depreciation under state tax law for implementing these energy efficiency measures.
