Establishes an agricultural emergency special fund in the state treasury to be administered by the Department of Agriculture for providing emergency loans to agricultural entities.

Fund shall receive deposits from agricultural loan repayments, loan program charges and services, interest earnings, legislative appropriations, and other funds available to the department.

Appropriates funds from the agricultural emergency special fund for making agricultural emergency loans, paying administrative costs of the loan program, and covering other loan program-related expenses.

Takes effect on July 1, 2050.
