Amends Section 142-3.6, Hawaii Revised Statutes to add revenue generated by the state veterinary laboratory and animal disease control branch as a source of deposits into the animal industry special fund.

Allows moneys in the special fund to be expended for improvements to laboratory capabilities and operations, in addition to existing authorized uses.

Revenue sources for the animal industry special fund now include: use or rental of division of animal industry properties; state veterinary laboratory and animal disease control branch revenue; and appropriations or other available moneys.

Maintains existing provisions that special fund moneys cover salaries, fringe benefits, operating expenses, equipment, motor vehicles, livestock handling services, and animal industry facility operations and maintenance.

Takes effect upon approval.
