Appropriates funds from general revenues for fiscal year 2022-2023 to expand broadband access in Hawaii, including installation of dark fiber telecommunication cables infrastructure.

Prioritizes funding for underserved and unserved areas as defined in Hawaii Revised Statutes section 206R-1.

Allows wireless providers to bid to lease state-owned dark fiber telecommunication cables to provide broadband service.

Designates the Department of Accounting and General Services to expend the appropriated funds.

Takes effect on July 1, 2022.
