Establishes mandatory minimum imprisonment terms for offenses committed on agricultural land under Hawaii Revised Statutes Part II, III, or IV, with minimums of 90 days for class B felonies, 60 days for class C felonies, 30 days for misdemeanors, and 7 days for petty misdemeanors.

Defines "agricultural land" as acreage used primarily for farming operations, including associated farm buildings, dwellings, roads, and irrigation infrastructure.

Appropriates unspecified general revenue funds to the Department of the Attorney General for fiscal year 2022-2023 to establish a statewide agricultural theft task force for identifying agricultural theft perpetrators.

Does not apply to rights, duties, penalties, or proceedings that matured or began before the Act's effective date.
