Establishes a three-year cover crop reimbursement pilot program administered by the Department of Agriculture to reimburse farming operations for up to 75% of costs for cover crop seeds, green manure, or compost purchased between June 30, 2022 and July 1, 2025.

Requires applicants to submit cost documentation and certify that requested reimbursement amounts have not been reimbursed by other governmental programs, including USDA programs.

Creates a review panel comprising Department of Agriculture staff, University of Hawaii representatives, and industry organizations to screen and rank applicants based on quality and appropriate use of cover crops, green manure, and composting practices, with higher-ranked applicants receiving higher reimbursement rates.

Establishes a full-time temporary cover crop reimbursement pilot program manager position within the Department of Agriculture with a salary not to exceed $50,000 per year to manage fund distribution and day-to-day program coordination.

Appropriates $300,000 from general revenues for fiscal year 2022-2023 and requires the Department of Agriculture to submit interim and final reports to the legislature by January 2025 and January 2026, including recommendations on whether to extend the program.
