Amends Section 103D-709, Hawaii Revised Statutes, to modify cash or protest bond requirements for parties initiating administrative proceedings for review of procurement protest decisions.

Establishes a tiered bond structure: $1,000 for contracts estimated under $500,000; $2,000 for contracts estimated $500,000 to $999,999; and one-half of one percent of the estimated contract value for contracts valued at $1,000,000 or more.

Includes a maximum cap on the required bond amount for larger contracts, though the specific cap amount is blank in the bill text.

Returns the bond to the initiating party if they prevail in the administrative proceeding; deposits the bond into the general fund if they do not prevail.

Takes effect upon approval.
