Requires the department to create a central data repository containing radio frequency emission information for all wireless facilities, with visual depictions, access controls, and annual audits to ensure public safety compliance.

Mandates a monthly wireless safety surcharge of 1.5% on all wireless service fees (excluding government entities) to fund the program, with wireless carriers retaining 5% of collected surcharges for administrative costs.

Requires provision of radio frequency exposure insurance coverage for wireless licensees, property owners, employers, and state and local governments to address uninsured liability risks from radio frequency-related injury claims.

Directs the department to establish a neutral third-party radio frequency compliance administrator to manage information creation, distribution, updates, and related services for wireless facility safety oversight.
