Requires each state agency to appoint a responsible officer or employee to ensure timely compliance with public records disclosure requests under Hawaii Revised Statutes section 92F-12.

Mandates the appointed officer or employee to prepare a monthly report using forms prescribed by the office of information practices that includes the status of all records requests received.

Monthly report must document any good faith basis for delayed disclosure, the number of days beyond the deadline for late responses, and contact information for both the responsible officer and agency head.

Reports must be signed by the agency head and filed with the office of information practices by the last day of each month, with all reports posted publicly on the office's website.

Takes effect upon approval.
