Prohibits real estate brokers and salespersons from advertising, promoting, representing, receiving remuneration for, or offering for rent any transient vacation units or whole-home short-term rentals unless permitted by the relevant county.

Adds a new ground for disciplinary action (paragraph 23) under Hawaii Revised Statutes section 467-14, allowing the Real Estate Commission to revoke licenses, suspend licensees, or impose fines for violations.

Defines "transient vacation unit" as a condominium or cottage rental unit offered for rent for no longer than thirty days, if allowable under county ordinances.

Defines "whole-home short-term rental" as a residential property of up to six bedrooms rented for no more than one hundred eighty days, if allowable under county ordinances.

Effective date is December 31, 2050.
