Amends Hawaii Revised Statutes Section 226-11(b) to add a new tenth policy objective requiring development of a statewide beach assessment study and beach and shoreline restoration and conservation plan to regularly assess erosion and develop feasible restoration or conservation options.

Changes punctuation in existing policy objectives (1-9) from periods to semicolons and adds "and" before the new tenth objective to maintain proper grammatical structure.

Appropriates unspecified general revenue funds to the Office of Planning and Sustainable Development for fiscal year 2022-2023 to develop the statewide beach assessment study and restoration and conservation plan.

Takes effect on July 1, 2050.
