S.B. 303 Summary

• Requires state and county agencies to rent electric vehicles as first priority, then hybrid vehicles as second priority, when renting vehicles for official government business, provided suitable vehicles are available.

• Allows rental of conventional gasoline-powered vehicles only when electric or hybrid vehicles are unsuitable for the specific travel needs or unavailable.

• Directs the State Procurement Office to establish contract terms requiring rental contractors to maintain minimum percentages of electric vehicles available, with escalating requirements from 20% in 2021-2022 to 90% by 2035 and beyond.

• Caps the cost premium for renting electric vehicles at 25% above comparable conventional vehicle rental fees in standard procurement contracts, with flexibility up to 50% premium in exceptional circumstances.

• Takes effect July 1, 2021.
