Repeals Section 103-55.6 of the Hawaii Revised Statutes, which provided a five percent bid discount for public works contractors with registered apprenticeship agreements.

Eliminates the apprenticeship agreement preference that applied to governmental bodies entering public works contracts valued at $250,000 or more.

Removes requirements for bidders to provide written proof of registered apprenticeship agreements and monthly certification of continued participation during contract performance.

Removes sanctions provisions that allowed temporary or permanent work cessation or debarment proceedings for contractors who lost apprenticeship agreement status during construction.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
