Establishes procedures for state employees and legislators to maintain written records of protocol gifts received from foreign officials, federal officers, or officials from other states, including description, date received, donor identity, and storage location.

Requires recipients to forward copies of protocol gift records to the state archives by the end of each fiscal year and keep records readily available for inspection.

Designates all recorded protocol gifts as property of the State, with recipients responsible for exercising reasonable care in their maintenance and preservation.

Allows protocol gifts to remain with the receiving office, be transferred to the state archives, or be transferred to the state foundation on culture and the arts upon end of a recipient's term or employment.

Amends gift disclosure reporting requirements to exclude protocol gifts from reporting obligations while clarifying that non-protocol gifts returned or donated within 30 days remain excluded from reporting.
