Requires procurement officers to analyze and document in writing that costs or prices for health and human services purchases are fair and reasonable, with certified cost or pricing data required for contracts exceeding thresholds set by the policy board.

Increases the small purchase threshold for health and human services from $25,000 to $100,000 and authorizes the policy board to adopt rules for expedited competitive procurement methods for these small purchases.

Modifies treatment purchase of services to allow purchases under $100,000 for one year or less when services are unanticipated, industry standard, and selected from a list of pre-qualified providers established by each purchasing agency.

Abolishes the Community Council on Purchase of Health and Human Services, transferring its advisory functions to individual agency heads.

Effective date: July 1, 2050.
