Directs the Hawaii Department of Transportation to facilitate voluntary purchase of verified carbon offsets by air travelers to or from Hawaii airports to compensate for carbon dioxide emissions from air travel.

Requires the department to receive offset purchase requests from travelers, connect them with carbon offset providers, and maintain a list of public and private entities offering verified offsets for passenger air travel.

Mandates the department establish an interactive online process on its website for purchasing verified carbon offsets and encourage airlines to link to this webpage from their own sites.

Defines "qualified air travel" as flights between Hawaii airports and any other airport in the State, another state, or U.S. territory, and "verified" offsets as reductions in greenhouse gases validated by independent third parties.

Takes effect January 1, 2051.
