Defines "procurement automation system" as an electronic, multi-module system that integrates procurement activities from solicitation to contract management.

Authorizes the state procurement office administrator to develop and administer procurement automation systems and establish methods to assess, charge, and collect transaction fees from vendors using these systems to cover system costs.

Removes outdated language regarding disabled-to-non-disabled employee ratios for qualified community rehabilitation programs, made redundant by Act 55, Session Laws of Hawaii 2021.

Appropriates $150,000 for fiscal year 2022-2023 to fund two full-time equivalent (2.0 FTE) positions to manage and oversee the procurement automation system.

Effective date is July 1, 2022.
