Appropriates $4,000,000 from general revenues to the Department of the Attorney General for fiscal year 2021-2022 to defend the State in major litigation.

Funds are designated for retaining expert witnesses and expert counsel in lawsuits that could result in costly judgments against the State.

Appropriation does not lapse at the end of the fiscal year; any unexpended balance lapses on June 30, 2023.

Designated as an emergency appropriation recommended by the governor for immediate passage under Hawaii Constitution article VII, section 9.

Takes effect upon approval.
