Authorizes the Department of Business, Economic Development, and Tourism to collect and analyze employer information and data regarding wages, hours, and employment conditions and practices in Hawaii.

Requires all employers subject to chapter 371 to maintain records of employees, wages, hours, and employment conditions for five years, and requires all employers to maintain records of physical addresses and North American Industry Classification System codes.

Grants the department access to and the right to copy employer records pertinent to wage, hour, and employment condition collection, and requires employers to furnish copies of relevant records to the department upon demand.

Maintains confidentiality protections for individually identifiable information obtained through department surveys and questionnaires, consistent with existing law.

Allows the department to withhold competitively sensitive information including survey forms, coding sheets, and database records from public disclosure when disclosure would impair the department's ability to obtain information.
