Amends section 201-113, Hawaii Revised Statutes to expand funding sources for the Hawaii film and creative industries development special fund effective July 1, 2022.

Adds revenues, fees, and income from the department's management of public facilities supporting media and entertainment workforce and business development (excluding Hawaii film studio) as a new funding source effective July 1, 2022.

Changes the effective date for motion picture, digital media, and film production income tax credit revenues from January 2, 2021 to January 2, 2023.

Expands authorized uses of the fund to include electronic sports in seed capital programs and adds repair, maintenance, and related costs for public facilities supporting media and entertainment development.

Appropriates $843,000 from the special fund for fiscal year 2022-2023 to be expended by the department of business, economic development, and tourism.
