SB 3077 Summary

• Establishes a new Barbering and Cosmetology Licensing Act that consolidates and updates Hawaii's barbering and beauty culture licensing requirements into a single comprehensive chapter.

• Creates a 7-member Board of Barbering and Cosmetology (2 barbers, 2 beauty operators, 3 private citizens) to regulate practitioners, issue licenses and permits, approve examinations, and establish training standards.

• Sets training hour requirements for licensure: barbers (3,000 apprenticeship hours or 1,500 school hours), cosmetologists (3,600 apprenticeship or 1,800 school hours), hairdressers (2,500 apprenticeship or 1,250 school hours), estheticians (1,200 apprenticeship or 600 school hours), and nail technicians (700 apprenticeship or 350 school hours).

• Requires barber apprentices and beauty apprentices to obtain permits before training and establishes a 1:1 apprentice-to-supervisor ratio with minimum 20 hours per week training over 42 months.

• Increases penalties for violations to $500 per citation and $500-$2,000 per violation, and repeals prior chapters 438 and 439 to consolidate barbering and cosmetology regulation under one licensing framework effective July 1, 2022.
