Establishes the Hawaii state cybersecurity program to be administered by the office of homeland security instead of maintaining a separate coordinator position under the state department of defense.

Eliminates the previously authorized "Hawaii cybersecurity, economic, education, and infrastructure security coordinator" position.

Transfers oversight of cybersecurity and cyber resiliency matters to the office of homeland security, which shall administer the program in partnership with state fusion center, federal agencies, state agencies, counties, educational institutions, and critical infrastructure sectors.

Maintains existing program responsibilities including improving cyber resiliency, critical infrastructure protection, cybersecurity industry growth, workforce development through education, and forming partnerships for identifying and responding to cyber-attacks.

Authorizes the office of homeland security to utilize assistance from other departments, agencies, and private companies to administer the program.
