Establishes a new Emergency Management Assistance Compact chapter in Hawaii Revised Statutes to enable mutual aid between Hawaii and other states during emergencies or disasters declared by a governor.

Authorizes the governor to enter into the compact with other states to provide assistance with fire services, law enforcement, emergency medical, transportation, communications, public works, health services, and search and rescue operations.

Permits emergency personnel from other states to operate under the same powers and duties as local forces, with liability protection for good faith actions and automatic recognition of professional licenses and certifications during declared emergencies.

Allows the National Guard to be ordered into active service to provide support to other states under the compact and to detect, prevent, prepare for, investigate, respond to, or recover from emergency events.

Repeals the existing chapter 128F Emergency Management Assistance Compact and makes the new provisions effective upon approval.
